Our GV applications hit the same snag back in August (for both Primary and Dependent), leading to a frantic quest for apostilled Canadian criminal records. Canada is currently taking about 60 calendar days just to apostille police records that PT only considers valid for 90 days 
AIMA’s justification (right or wrong) was “the provisions of Articles 117 and 118 of the Code of Administrative Procedure.” With AIMA it’s sometimes easier/faster to just give in than try fight the borg.
I don’t think your husband and I are the only Primaries who have been asked by AIMA for crim records from our place of birth. I recall others writing about it on NG maybe a year ago?
