No, i did not retain my research and it was uneventful anyway. Something to the effect of “provision X of Lei Y is hereby repealed.”

Generally speaking, this is because murder is wrong.
And if people can’t work to eat and the choice is to starve or to steal, they will steal.

I would not call it “murder”. If they could come over by boat repeatedly, they surely know how to go back home also by boat.
And if “steal” is not punished and instead of of being punish, steal is being rewarded with a higher prize than work, then obviously one must steal…
Migrants that arrive by boat often barely make it. There’s a reason you hear about boats sinking in the med all the time.
These are some of the most desperate people on the planet, or they would not be making this sort of journey. Imagine life in their shoes
