As explained to me…

Under Article 82, n.º 3 of the Portuguese Immigration Law (Lei n.º 23/2007), there was an explicit clause stating that if a renewal application was not decided within the legal timeframe (60 days), it was deemed tacitly approved.

An initial residence permit is an act of state sovereignty that requires explicit public order, background, and security screening. Because it involves a discretionary assessment by the state, a legal “gap” cannot be filled to grant an automatic right to residency.

…you can probably swap “nationality” for “initial residence permit” in the above notion of state sovereignty.

That plus the current Government + Chega are nuking Deferimento Tácito for renewals anyway!
