The odd thing is that in the run up to the election Trump endorsed the idea of changing US taxation to residence-based. That would actually hurt some expats.
No, it’s aimed at US citizens who obtain citizenship elsewhere: the “screw it, I’m leaving the US and moving to Canada!” It essentially forces US citizens to renounce the other citizenships and at the same time forces significant tax consequences. It wouldn’t be difficult to implement and could be done any number of ways.
I’m just going to add some context to this, and hopefully put the issue to bed. The representative who has proposed the bill (with no co-sponsors) is a member of one of the most anti-immigrant parties in the world - and was born in Colombia. I don’t think that this proposal is anything other than an elected official trying to cover what he sees as a personal political liability with his own right-wing constituents.
