Wait time now counts toward 5 year residency?

Today, the meeting in Parliament of the group that successfully pleaded for a change in the nationality law to include time waiting for the residency card, argued for the delayed Regulations to be published. Result: No decision - until the next Government takes office. So, bad timing for all those waiting for the application of the law to be clear and more consistent.
