Well just ask AIMA one Certificate of legal time (Certidão de Contagem de tempo) and AIMA will issue one certificate mentioning that you are legal in Portugal since the day xx-xx-xxxx and that it’s the date and that you should know and you will see that many cases it’s the date you locked your file M.I.

So can you apply for nationality with just the papper of “SEF Entry” “Expression of Interest” “Manifestation of Interest”: NO, because that papper not enough and because the regulamentation law was not approved after parlment approved the Law

But you can apply for nationality with the AIMA Certificate because in that Certificate of AIMA just mention the date you are legal from (even if that date it’s the date you locked your file) and the Certificate of AIMA mention the date you are legal and what its important for nationality it’s that date you are legal from.

So to apply for nationality, you can request to AIMA to give you one CERTIDÃO DE CONTAGEM DE TEMPO and in that papper its mentioned the date you are legal in Portugal where AIMA includes the time from lock the file.

I applied for my CERTIDÃO DE CONTAGEM DE TEMPO on 19-09-2024 and still not received. They said they will send it to my address in 6 weeks.

Once you get this certificate, then you exactly know when you can apply for the nationality. The start date of your legal residency is mentioned on it.

If you have not received the certificate yet, how can you be sure that the start time is the application filing time?

Our lawyers (IAS) have said that AIMA is currently using the online application time. But they caution that the regulations are not published. So when they are published, AIMA’s protocol could change.

This whole flurry of posts starts with someone on the MI track, not GV. Also, as you suggest, if the regulations start from biometrics, then applications based on online application might simply be
rejected. So we are still waiting.

Hi there, might be a silly question, but when you asked AIMA, was this via a log-in on a portal or asking them directly via email. I’m interested to know what they showed / said to confirm the starting point is the date of application. Any chance you can go into a little more detail? thank you!

According to some lawyers, there is no need to have a regulation, the law is already clear the citizenship is counted from the application submission.

 but this is good news! it is clear. Also I doubt they will change the nationality law again soon - it is very uncommon to change.

This article is still all about Manifestação de Interesse, not necessarily GVs.

At GV submission time nobody from AIMA has checked that we have “submitted all the documentation required by law” (you could submit 10 docs full of blank pages and AIMA will still take your money). And we generally don’t have an “activity or an employment contract.”


so we still wait for clear, published rules on how GV applicants will be treated.

The rapporteur for the project, Alexandra Leitão, confirmed at the time that the legislator’s intention was to count the time from the date of acceptance of the expression of interest in remaining in Portugal. This would not mean the definitive approval of the application, but rather recognition that the applicant had submitted all the documentation required by law, including registration with Social Security, opening of an activity or an employment contract and the taxpayer number .
