Can we invest in golden visa program over a period of 2-3 years after the initial down-payment and booking of property fully understanding that the process of acquiring golden visa would be delayed

I would like to know if after the initial down-payment in 2021for the real estate can the remaining payment be carried out over 2yrs…as the construction is due to start in 2023
