I think the office that does the apostilles is still in operation. While a little slower than last time, I was told I should have it in two weeks yesterday.
I think FBI clearance is an automated process. My results have always arrived within an hour or so of getting fingerprinted.

In theory..since there is a “revenue” generated from this service, it is typically still running despite a shutdown. might be slower than non shutdown, but if your are in need of quick service consider using a paid service, ie like MonumentVisa…not sponsored by them but have used the service.
