Hi all - First, thank you to everyone who contributes to this community. For newbies like me, your generosity of time and knowledge is very appreciated. Second, I promise this is not a low effort post!
After many hours of research on this board, Reddit, and general internet research, I’m genuinely confused about the current timeline for Portugal’s GV as of today.
Does the five-year clock for citizenship eligibility begin when the application for the visa is submitted or when the visa is actually received by the applicant? And is the clock five years or ten years?
There is conflicting information out there! I understand much of this is in flux because of the current election, and the recent challenges to proposed legislative amendments.
Is there a clear answer as to what the program’s requirements are as of today? My child is 18, and I am interested in CBI mainly for her to have dual citizenship, and so the timeline matters to me because of the 26 age-out factor.
Any clarity would be truly appreciated. Thank you in advance.
Currently, the five year residency starts from the date application is accepted (but my understanding from others on this board is that this is not always followed and sometimes the card issuance date is used for issuance of documents showing residency). So yes, currently it is five years, and generally starting at application receipt date.
If you are reading these posts (and following the news), you’d know that some in the Portuguese legislature are bent on changing the residency requirement to 10 years and probably starting from the date you have your card (which fluctuates wildly from when you apply…months to years..there is no “normal”). Thus the expectation is the current scheme won’t be lasting much longer and soon it will be a 10 year requirement.
The legislation was vetoed due to constitutional concerns and therefore they will be starting all over with this legislation some time in Q1 2026. People speculate on how long it will take before it goes into effect but probably some time this year is a good guess (assuming it’s not vetoed again).
So really there is no inconsistency only discussion of the possible outcomes with the new law and lots of speculation on how it will apply but no one expects the current scheme (5 years) to remain the current scheme. If you can apply for citizenship under the existing scheme, ie., before a new, longer residency requirement goes into effect, then you may be able to squeak by.
If your five years is not up for a year or more, you and your dependents will probably be subject to the new law. There are ongoing efforts to influence the new law to “grandfather” in existing GV holders, or to start counting from date of application rather than issuance of card but who knows if those will become part of the law.
If you have not yet started the process, you will not be able to provide citizenship before your child ages out. The program itself will probably be extended to 7 or 10 years after the election, depending on who becomes president. Just getting the initial card may take 2-5 years after the application is submitted. Permanent Residency is possible five years from the first card.
