I think the pound of flesh will come in the form of residency requirements. My hunch is that the govt decided that pending processes and renewals would be excluded, but anti-retroactivity would not apply to future renewals. Hope I’m wrong.

I think you are wrong. The Mais Habitacao law is quite explicit about residency requirements. 7 days the first year, and 14 days every 2 years thereafter.

Yes absolutely. If your ARI is backed by one of the investment types that is still permitted (funds, mainly), then you are still on the ARI track under 90-A and unquestionably will be paying ARI-level fees.

What this fee stuff reveals is that AIMA is taking seriously the idea in MH that real estate ARIs renew into a hybrid D2. Some of us thought that might be fudged, but it seems not, if these lower fees are correct.

Well that is great. I just submitted my renewal online at the lower fee.

Is it still recommended to wait 48 hours before paying as the first post on this thread suggests?

Yes, still recommended to wait 48 hours before paying the DUC. I assume the DUC is valid for at least a week - it wi. There have been reports of people (in 2021) trying immediately to pay and failing due to reference numbers not yet active in the system. There was one reported case of a person who paid early and the money went into limbo, DUC expired and the money returned 3 weeks later. Given the kind of chaos we’ve seen, it’s unlikely that the systems have improved since then.

Just expired June 2024.

The wiki on this thread isn’t clear if payment should be made after 48 business hours or 48 calendar hours. Does anyone know?

Also there is a 15 digit number on the DUC. Is this what is used to make the payment to the state?

The email sent along with the DUC last year said: “O pagamento do Documento Único de Cobrança só estará disponível 48h após a receção desde email.” (translated: “Payment of the DUC will only be available 48 hours after receipt of the email.”)

It’s calendar hours - 48 business hours would be more than a week, and the DUC is typically valid for a week.

Yes, the “Referência para pagamento” number is to be used.

The DUC is for €177.40. I will wait 48 hours before paying.

My GV investment was real estate (share of Mercan hotel) so maybe SEF/AIMA has automatically converted it to D2?

Did you use IAS for the renewal or did you do it yourself?

@YJM I just followed the instructions in this thread.

I was able to renew as well today; I got DUC. When I try to pay through the Millennium Bank app under the ‘Public Services’ option, it recognizes the reference number as valid and shows AIMA in the first window. However, in the second window, after clearing 2FA, it throws an error saying ‘Referencia inválida.’ Has anyone else faced the same issue?

I thought you can only pay after 48 hours of DUC issue? My lawyers advised me not to pay early as in such cases the entire renewal gets “lost”.

For sure. I’ve heard sporadic reports of people’s renewal getting “lost in the system” when paying prior to 48 hours. It’s advisable to read the instructions before acting. I learned that the hard way after assembling an IKEA table.
