A new bill tabled to amend the citizenship law in Malta following the recent CJEU ruling from a few months ago which led to the shutdown of the citizenship by investment scheme.
Details of the bill are not available as of yet but it is believed that it is meant to bring the citizenship by investment pathway in line with the principles outlined in the court ruling.
It is worth noting that the court ruling did not necessarily outlaw citizenship for exceptional service however it outlawed the commercial aspect of it. In my opinion, the new bill that was tabled will remove the short 1 year pathway, will remove fixed amounts, will remove the strings attached (5 year monitoring and keeping rental properties) …etc. I also expect that some requirements will be added to show effective links to Malta

Malta has published draft law of new amendments to its nationality law following the CJEU ruling, the amendments completely repeal all the investor-based routes from the law and simply revise the language around granting citizenship for exceptional services to be based on merit, with no specifics on whom it applies.
So it appears that Malta intends to keep the possibility of acquiring its citizenship open to people making large donations in its economy in health, education or science and cultural sectors but in a non-codified and completely discretionary process that is also accessible to other individuals such as scientists, athletes and high performers in their field.
