I assume it’s because this legislation was driven by the concerns of hundreds of thousands of Comunidade dos Países de Língua Portuguesa (CPLP) immigrants. We few thousand GVs, D’s, etc. don’t even register on the protest meter.
Fine… but surely some bright government spark would have pointed out “Hey, we have a bunch of other immigration routes here in Portugal. We should also address those before sending this bill to o Presidente.”
Maybe half-baked legislation is just par for the course?
