Ah what a jackpot. I also know 2 persons both got theirs done around 15 months and in both cases it’s Faro IRN. May I ask which IRN did you friend applied at ?
I would argue the year worth of wait for gv applicants could be worth it, because they might be waiting 2 years to get residency from when they applied anyway, trying for citizenship in year 3 of having a residence permit in PT seems like a no brainer to me.
My friend applied via a lawyer. Therefore I assumed that it was submitted online. No idea which IRN handled her application.
I would like to ask what is a “Contagem do tempo”. Can I get this issued from a local authority or is it part of the internal process of AIMA and IRN.
Is this only required when applying for citizenship.
Thanks
Here is the answers for your questions:

is this only required when applying for citizenship? No it is not required. If you can provide all old resident cards which add up to the total times of 5 years, it is also acceptable.
Basically you have two options. Either all cards (adding up to 5 years of residents) or contagem do tempo (certifying that you have been resident in PT for 5 years).
Just saw this update from IAS. Seems like we have the best possible outcome with the clock starting as date of initial submission!
“it is essential to note that the regulation concerning this clarification has yet to be published, even though the deadline for publication has already passed.”
This is quite Portugal.
I’d love, love for this to be true. But also “quite Portugal” is inconsistent interpretations of policy/law/etc. I just wrote about the “judge lotto” when suing AIMA here, for example.
“We have received verbal confirmation from the immigration services in Porto, along with an official email confirmation from the Agência para a Integração Migrações e Asilo (AIMA), specifically from the Unidade de Apoio às Autorizações de Residência para Investimento (UARI), the department responsible for processing Golden Visa residencies. Both sources have confirmed that the submission date for residency applications will be recognized as the date the application is submitted online.”
Supposing they mean the opposite, that the date of the online submission will be the application date, which isn’t adding much, this still doesn’t address the landing question.
Yes and beware that unofficial rulings have changed before. E.g. a citizenship lawyer told me a few years ago that children under 12 can easily derive citizenship from a parent who naturalized without needing to prove any connection. Later they informed me that unofficial rule was revoked and children under 12 now do need to prove a connection to Portugal.
You need to keep your investment while renewing. 5 yr minimum investment means that even if you decide not to renew, you have to keep in during first 5 yrs. BTW, at the start of the program there was no condition for minimum if 5 years.
Correct. Certainly looking forward to some actual clarification when the law is published, but for now, some good news.
Does anybody know that if you can still apply for the nationality with your expire card as the validity has been extended till June 2025 but can someone make nationality application let’s say in September 2024 with the expire card. I can understand that valid card is required for the nationality application but what is the situation now as the expire cards can be accepted as valid till June 2025.

@tommigun,
Thanks for your message, I went through the posts as mentioned by you but couldn’t find the answer to my query?
Can you please post it again here?
Maybe this has been answered before, if the clock starts when the fees was first paid online - Does it mean do we have to do the 7 days a year rule starting from our application submission? If it’s unclear, is it better to still do it to be on the safer side?
According to my lawyer, the stay requirement runs between the inclusive dates reflected on your temporary residency card.
Yes I was advised the same thing.
