Well though I am one of those “aged - veteran riders” in this crazy journey; I also had the tendency to vote yes on the survey; I thought that the government would be keen to implement its new “model” fully in force. Yet, it is the month of August, the month of holiday.
Still, I’m amazed by how the official deadline can be so easily over-looked and no one besides us seems to be talking about it…

"More than 90 days have passed, but the practical details for the application of the new Nationality Law have still not been published by the Government . By law, the deadline is three months, as stated in the Ministry of Justice’s own news about the new rules.
“Furthermore, the practical application of several rules depends on complementary regulations and the necessary interpretative and procedural clarification, with the Government having 90 days to adapt the Portuguese Nationality Regulations to the new legal provisions,” states the website of the Institute of Registries and Notaries (IRN). The 90 days have passed, but people still don’t know how to proceed with the processes that will be registered .
Since May 19th, requirements have been in effect that need to be met, but without practical explanations on how to do so. This is the case, for example, with proof of means of subsistence. The current text of the legislation obliges citizens applying for naturalization to prove they have sufficient financial means to remain in the country . However, there is no guidance on what the minimum accepted amounts are, nor what documents can be used to provide this proof.
The same applies to proving “knowledge of the fundamental rights and duties inherent to Portuguese nationality and the political organization of the Portuguese State.” Another new rule establishes the need for a “solemn declaration of adherence to the fundamental principles of the democratic rule of law.”

But how is compliance with all these rules verified? So far, the Institute of Registries and Notaries (IRN) and the Ministry of Justice have neither regulated the law nor disclosed how citizens should proceed. When questioned by DN Brasil , the IRN did not respond to the newspaper’s request for information.

In the previous amendment, which relaxed the rules for obtaining nationality, the Ministry of Justice has also failed to regulate the law to this day. The PSD government had just taken over the country and, in Parliament, had voted against the new version of the text .
The main change at the time was precisely to recognize, for the five-year calculation, the time of contribution to the State during the waiting period for the residency permit. In other words, the scenario was different: the changes did not meet the Government’s interests, so much so that one of the main changes in the new law is to completely exclude the possibility of counting this period. What they have in common is that the deadline was not met in any of the cases ."

Govt probably thinks that there is no new applicant applying for citizenship until July 2028. Hence, there is no need to publish a regulation too early. Maybe a new regulation will be published around Jan 2028 .

Wait, so if the majority of the lawsuits can’t/wont’t proceed without these regulations being published, will they just never publish them (like they never did for the extreme backlog time counting towards your time for naturalization)?

When you are not processing anything, why bother publishing guidelines?
Your GPT is wrong on PR for two reasons:
1. Applicants do not qualify for PR in 5 years; they qualify 5 years from the issuance of their first residency card - for which the current average processing time is 4 years.
2. There are no available AIMA appointments for non-EU PR applicants, now or in the foreseeable future. So even if you met all the requirements for PR today, it would be functionally impossible to apply.
In short, not only is the 5 year pathway to Permanent Residency a lie, under current circumstances ANY residency-based pathway to PR is a lie. The Golden Visa itself is a lie. This fact stayed hidden while applicants had the ability to apply for citizenship after 5 years, thereby bypassing PR altogether, but now the ugly truth is coming to light.
This needs to be publicized more and agitated about much more. While there is some ambiguity about whether the government “promised” citizenship to GV applicants, there is NO ambiguity about the fact that they promised, and continue to promise, Permanent Residency in five years to GVs, D7s, D8s and so on.

Do you have screenshot or know the exact wording? They have had PR for EU citizens for some time.
The EU LTR is still there. This was a specific category for PR. I don’t have a screenshot.
Perhaps you are correct from one point in time, but what you are stating doesn’t match the situation in reality. Also, EU LTR is a totally different situation unrelated to PR. And further the option below that once existed for EU PR no longer exists at all.
