I believe there are 2 ways, you can get it certified from “Vezareteh Kharejeh” in Iran or go the Iranian Embassy in Lisbon and have them certify it there (this is what I did). I actually live in US so I gave power of attorney to lawyer and she went there and got it certified and then the Portugal Foreign Affairs will certify the Iranian Embassy document for submission.

They will accept the docs from Iranian Embassy.
