in india i get all my documents apostiled by a guy in by paying around $30 per document, done within 48 hours. Been using the same guy for last 5 years of golden visa process and its been pretty straight forward. Even documents like PCC that i got issued when i was not living in india

You need the Indian PCC and FBI and any other country where you have lived. Good luck with PCC through the consulate - easier to fly to India. I could not even get an appt with Indian consulate in Portuguese and embassy staff were super rude. I got the info I needed from the Portuguese security guard who was only willing to talk in Portuguesevas - guess what - the embassy staff did not speak the language and nor did all the desi’s queueing to get a PCC - therefore I do sympathize with the Portuguese govt who want more language skills and integration.

He isn’t someone i have ever met but i have more than 20 documents apostiled in the last 5 years, so i think he is fine. I send him a pdf, he prints color copy and get it apostiled and send me pdf, usually within 72 hours. He also mails me apostiled original (i pay shipping fees).

The process with the Indian Consulate in NY is easier. I don’t even go to them! The process is I fill out a bunch of application forms and mail it to VFSGlobal, who is the dedicated private company that the Indian Consulate in the U.S. outsources all their application pre-validation to. Then I got my Consular PCC in the mail about 20 days later. Now I’m sending it to get apostilled by the U.S. Department of State in Washington D.C.
