Yes, got PR in 2018.
Yes, I also know GV holders who got their normal PR before 2021. GV PR was introduced somewhere around 2021.
What I know about recent practice is:
- There are for sure some GV holders who are already living in Portugal, but were not allowed to apply for normal GV, only for GV PR
- The time for decision to grant GV PR is very long, looks like it could be comparable to receiving the first GV
- In general, I do not know any GV holder who got PR either normal or GV PR let’s say in 2023, so may be it is due to things mentioned above.
If you know some GV holder who received PR recently, I am very interested to hear about that.
P.S. I also know one GV holder who applied both for citizenship and GV PR in 2022, the naturalization process moved to stage 5, while nothing is heard about GV PR. Looks like she may receive citizenship earlier than GV PR. But let’s see.

I understand you may need to do it once after 5 years on RP, by which time you also apply for citizenship in parallel, não é?

I have already factored this in:
5 years on temp ARI + 5 years on the first ARI PR, then one renewal of ARI PR + citizenship application in parallel.
Of course if the citizenship application itself will be processed for >5 years then a second ARI PR renewal possibly needed.. ![]()
Okay I guess your post was mixing up RP (residence permit) and PR (permanent residence). Easy typo to make.
There were some people like myself where AIMA made mistake in the renewal date. The renewal card start date was before expiration of first card. Therefore, even after first renewal the person would not have 5 years, and need to renew again. You are correct though, that they could renew again with TR and then immediately do a PR.
This was not an issue with the 2024 nationality law change, but if that is revoked then it becomes an issue.
I am struggling with the extreme disparity in fees between ARI and D2 Entrepreneur. It is apparent that the government, over the past few years, has been quite deliberate in their attempts to dismantle the ARI property purchase pathway. Job done. What I cannot understand is how they can justify having fees in the hundreds of Euros for ARIs converted to D2s, yet charge thousands for ARI renewals for investments. It kinda feels like the investment path has been penalised even though the property purchase path is the one that has been discontinued.
Am I missing something here? Are there differing criteria for the converted D2s?
They dismantled the property GV so thoroughly that you can’t even renew property GV. But to grandfather existing applicants they allow you to renew as D2 with the reduce 7 day stay requirements. It’s cheaper because it’s not GV anymore it’s D2.
I was wondering the same thing. But there is no explanation at all so far on this aspect. What I feel is that Govt wanted to put a different name for the GV Real Estate. That’s why they moved GV Real Estate to D2. It seems and sounds like people are entrepreneurs and they are not involved with the local properties.
For the GV via Fund route, logically fees will be increased year after year.
Let’s assume you have 100 cows to milk. For some reason, 50 of them now are no longer able to be milked. Then the other 50 cows must to be milked thru meat and bone to compensate to milk loss of first 50 cows in order to meet the expected volume of milk. Unfortunely, i am also the cow which is being milked thru meat and bone. Very painful!!!

Personally I’d be delighted to be moved to a D2. If so I’d save tens of thousands in fees and nothing would really change. Feels like a punishment of sorts.
If you have a time machine you can go back and invest in real estate. Or you can invest in bitcoin in 2009 and make even more money ![]()
Do you remember, not that long ago, the government’s Mais Habitação program? Wasn’t one of the changes going to be a denial of renewal if property path ARI holders weren’t living in the property or renting it out long-term? IIRC, there was a not insignificant meltdown on NG over this - and rightly so. It would seem that the pendulum has swung fully the other way now. ![]()
I feel a little bit offended by your comments. I wish all renewals were not expensive. We have not done anything wrong to you. Would you be happy if our renewal fee was also high? Do you feel the same for ones who get appointments earlier because they have submitted to a different office? Should we all have to suffer equally? I dont think this is a very constructive way of thinking.
With all that is going on re: Nationality Law, does anyone have any insight into whether Permanent Residency options have or will be affected by the changes/proposed changes to the Foreigners and Nationality Laws? I apologise for the confusing syntax, it’s been another early morning after another sleepless night. ![]()

But they did the same with property fund investments. And yet they are still apparently being charged the higher fees to renew…
I spoke with our legal firm earlier and was told that one can apply for permanent residence 5 years after receiving the first residence card. I was really hoping that it was 5 years from application or something similar. I probably should have known this was the case, but I hadn’t been paying too much attention to anything other than ARI and citizenship concerns the past number of months. Again, it was a fool’s hope to think it would be anything other than what it is.
