I had been uncertain whether the bill had already been sent to the President, so your explanation that the 20-day window to promulgate, veto, or refer it to the Constitutional Court has not yet begun (and likely won’t for at least 1-2 weeks post-April 1 decision) is especially helpful.

From a personal perspective, this slight delay may be just enough to get me across the finish line. At the same time, I feel deeply for others who may not be as fortunate. I am hopeful that this drags on a bit to allow as many people as possible who are nearing the five-year mark to make it through.

Okay according to Gemini, for IRN citizenship applications, lawyers can pay the same day they submit.

So in a risky situation where the law may change, that is the obvious strategy: pay immediately to lock in your submission under the current law.
