HQA visa - is it a legit alternative to GV?

Has anyone explored this? Legal basis seems very vague, yet some of the agents listed seem like pretty legitimate operators.

Would love for someone in the local legal community to chime in on this.

Upsides vs GV:

  • Less money
  • Less politically anathema

Downsides vs GV:

  • Startups are risky investments than most real estate
  • They guarantee 5 years of visa using the initial investment, after that if you are still waiting for citizenship to process you might need to kick in more money to fund the startup further and extend your visa another 3 years?

No difference to GV:

  • No guarantee of citizenship if Portugal changes the law to require more physical presence.
