I’m sorry that certain foreigners still have to go to the police station / send someone with the physical passport. Hopefully enough people complain for the police to streamline the process some day. I’m convinced they streamlined it for ID holders because they hated having random civilians line up at the police stations for paperwork, which makes them look bad.
I understood from my friend experience, for Chinese ID holders you just need to go to the city where you have current residency registration, all criminal recodes are consolidated and a single certificate can be generated.
Experiences probably vary depending on the location. The bureaucrats too need a minimal level of competency to “make it” in the better cities. I would be surprised if they don’t measure throughput and average waiting times in various government offices in Beijing, but I have no desire to defend Chinese bureaucrats as a whole.
The certificates are always from the local police (e.g.Beijing Police, district xyz). Obviously, if I had committed crimes in Shanghai, the Beijing police would know. The problem is I have not committed crimes anywhere, but the certificate from Beijing doesn’t explicitly say their database includes all of China. I have no opinion whether someone should get one from Beijing and a separate one from Shanghai in this example, since it doesn’t apply to me and I never asked my lawyer.
I would agree that gov services have improved tremendously in past 10 yrs. But at least in another better city Shanghai, bureaucracy had been enjoying to see citizens lining up and telling them that they missed one blank paper so that they need to come back next time.
Automation = They don’t want to be bothered. They want me to generate a PDF at home and leave them alone, rather than lining up to make their stats look bad.

I may have messed up and I am now pushing a tight deadline for other background checks for a Portuguese nationality application if it takes 15 business days like they say to obtain the French Apostille.
I got the French Form 3, printed it, and mailed it to the Paris office on their website for Apostille after generating a work order.
Was this correct or did I have to use a specific office?
Does anyone know of an expediter that might could use that would do this on my behalf faster (if they can go in person)?
FWIW - with the recent change in Canadian law, me&theMissus are concurrently pursuing Canadian citizenship.
In talking with our PT lawyer re a possible (if they don’t change the law) PT citizenship request, we were advised that if we had Canadian citizenship; even if we never lived there, we’d need to provide a criminal background check from CA as part of the PT application.
Thus our approach is to do the PT application first and only then, CA - again - all assuming laws don’t change, etc.
I just had to have our US birth certificates translated into portuguese for our nationality application. I was told by our atty that AIMA is beginning to accept some US documents in english, but is location dependent. IRN requires all documents to be in portuguese.
I won’t hear any complaints about these PCC Certificates from anyone. We have to get them from seven countries between us. Some are easy: Brazil, the UK, and Malaysia are all very easy to do yourself online.
However, us being in Lisbon and all, some are next to impossible and/or require multiple apositilled PoAs (because, of course the PoA must be apostilled) and agents to get these PCCs legalised. Two even require a day trip to London to initiate the process. The most expensive is costing €570 but that’s only because we’re going to Bangkok anyway in July and will legalise the things in person otherwise they would have cost over €1000 each to do remotely. So, no complaints.
