Portuguese Solidarity tax and NHR Golden Visa tax exemptions

Hi everyone. Are tax residents of Portugal who have the old NHR golden visa tax exemptions subject to the new Solidarity tax> This is the tax announced this year ‘ In 2024, an additional solidarity rate, which varies between 2.5% and 5%, applies to taxpayers with a taxable income exceeding EUR 80,000 and EUR 250,000, respectively.“.

I believe you may have got this quote from PWC website, in which case it is just some ambiguous choice of wording on their part.
The solidarity tax has been around for a while and I am not aware of any change to it in 2024.
What PWC mean to say I believe is that yes - there is an additional tax bracket called solidarity (additional to ‘regular’ income tax), and yes - it does apply in 2024.

Now with regards to NHR, according to my advisor it is a grey area of the taxation, but in practice it seems to be NOT levied on the NHR people.

solidarity is an interesting word for it

i wonder if those not paying the tax feel solidarity as well

Given this is listed as applying to ‘regular’ income does that mean we think the solidarity rates don’t apply to capital gains and dividends?

Since I am on NHR, I do not have to think about solidarity for the next ~10y.

As far as I am aware for the ‘habitual residents’ it only applies to the variable tax brackets i.e. employment income etc. not flat rate ones such as CGT.

Just to keep it straight, NHR and GV are two separate things. One is a tax status for residents, the other is a residence permit for people who may or may not be residents subject to tax in the first place. There is no “Golden Visa” tax exemption.
