I suggest you ā€œstep upā€ and figure out what you really want to achieve by getting the PT GV.
Is it travel access to Schengen?
Or EU citizenship?
Or any 2nd citizenship?
Or tax optimization?

Depending on your answers some alternative paths may be found, as unfortunately PT GV timeline for a new entrant is not looking any good. One cannot even estimate 5 years to 1st card with any degree of probability.

No one can possibly answer that question. Iā€™m not quite as negative as some posters above, but I would assume that it will take at least 10 years, and may require a lawsuit along the way. But if what youā€™re looking for is a long-term route to an EU citizenship without high residency requirements then it may still be the best option for you.

I do think normal processing will resume as the manifestation of interest route has ended, and with the end of NHR, the appeal of D7 visas will probably reduce too, meaning far fewer new applications. But it may be a few more years before they can get on top of the backlog.

If you even have to ask this question, you probably already know the answer. Go for something in the Carribean if you want Schengen travel access. Much easier and faster.

Your insights are not in sync with reality and somehow reminiscent of vested interests.

With all due respect to your profession, please stop selling your services here. Go elsewhere to sell your stuffs. People here want to hear the real experiences. i.e. the experiences from other applicants. They do not want to take advices or lip services from lawyers.

On a positive note, the statement above that the 1st card can be received in less than 2 years seems not wrong.
We have just seen a fresh post here quoting 19 months from submission to final approval (with a lawsuit though).

I am two years in without even pre approval.

We have been waiting over 2 years for pre-approval after all documents received. They are stalled for over a year. Over 2 years nowā€¦

We applied August 22 and have not gotten pre-approval. The only people I have heard of with pre-approvals who applied in 2022 went the lawsuit route.

While I have no insight on timing Iā€™ve been told by my lawyer that from the time you submit your application for a golden visa, you would be able to live in country as you have a pending application. Has anyone else had that experience after starting an application?

That may be true but it is misleading by omission.
What if you want to travel to Spain, or transit through Amsterdam?

I would then rely on my US passport for a visit to Spain for example. My main concern was the ability/right to stay in PT for greater than 3 months at a time and it appears to be the case that you would not have the 3 month limit with a pending application.

Is that enough, or you need pre-approval? I thought people were saying you need pre-approval to switch tax residency to Portugal, for example.

I would spending less than 183 days a year to avoid tax residency, but have the option I believe to do so.

My understanding was the same, though I have not moved to Portugal yet. Which lawyers are you using?
