Also, factor in the timing element. Do you want to move to PT soon/next year or can you wait and move in 5+/10+ years, e.g. when you’re ready to retire some 10-15 years from now. These timelines can play a huge factor in managing your expectations and how “tolerant” you are going to be of the long wait times and the many changes to the program.
If your timelines are longer and you have no immediate need to move to PT, then this PT golden visa program might still work for you.

If you trust the program will still be offered as it was when you applied, or that they wont keep moving other goal posts…yeah, go for it.
If you see a program where the timelines keep growing and the rules keep changing, and that makes you nervous…maybe not.
Also consider that the PT GV system is so broken that you’ll probably have to sue the government immigration agency just to progress their basic administrative functions.
…oh, and that agency is in such meltdown that now its employees are striking to refuse overtime:

These days whenever someone asks me about Portugal GRV, I am like this is best thing that’s ever happened to me…if they choose to go ahead, u can always pity them later.
