For Portugal nationality application is there a language requirement for 13 year olds as well? Supposing my daughter’s residency card is approved by the time of eligibility!! Can she just apply or I assume I would have to apply first as the main applicant (I have my residency card but no language certificate yet)?

If she is over 18, she has to apply in her own right for citizenship. If she’s under 18, I believe you, as her parent, have to already BE a citizen. You can’t apply for her to have citizenship based on your application for residency or your application for citizenship. It only becomes a possibility after citizenship is actually granted to you.
