If you can get PR before citizenship, I believe that has more generous out of country allowances than D7 does. EU LTR even more so.

I would love to find out more about how you are doing this with your IRA? We have the possibility of starting a new investment portfolio for this and are just starting to consider the process, but shifting an IRA would keep the cash free and thus might be more beneficial for us.
