With Golden Visa, will my children pay lower (home-student) fee at Portuguese universities compared to international student fees? And will such benefit be available only after two years of actual residence? I found the following text on University of Lisbon website:
“From the International Student Statute are excluded national students that belong to a European Union country, or not being a national student of a EU country, live legally in Portugal for more than two years uninterruptedly. These students may get admition to the Portuguese Higher Education System through the general regime for admission, if they have concluded secondary education, held the entrance examinations and fulfill the necessary preconditions.”
you have already answered the question. 2 years it is for a non EU
Well it doesn’t answer if it’s two years physical residence or two years legal residence.
If legal residence is good enough for citizenship maybe it’s good enough for this too.

The website content isn’t written with GVs in mind. It’s more aimed at Erasmus/EU mobility. PT GV is an isolated, uncommon scenario.

By the way, would anyone know how much of a difference is there in Uni fees for ‘home’ students and ‘international’ students?
This difference is very huge in English-speaking countries like the UK, Australia and NZ. Also, my understanding is that generally international student fees in mainland Europe are generally very low compared to in the anglo countries. The US unis, of course, are perhaps the most expensive depending on Uni, but also it is an entirely different fee system.
Would love to hear from people with a better understanding than me of these issues. I am considering whether a move to Portugal, even if for a lower income potentially, might make sense if tertiary education expense is substantially lower than staying where I am and sending my remaining highschool kids to Uni in some of these other more expensive countries.
There are very few Bachelors that are offered fully in English language at Portuguese uni’s. Are you children able to study in Portuguese? If not, your children will be competing with a number of applicants for the limited number of English language options and my understanding is that they will need to have A grades. You will need to do very careful research as you may make the move to Portugal in vain unless you are sure they will obtain very high school leaving marks .
This is the same in Germany - very competitive although Public universities are free. You can try the Netherlands, fees are still cheaper than US etc
