Have you tried Neat Personal Card. You may receive 3rd party payments direct to your card

Transferwise has credit/debit cards,they send it to your location and you activate it on the app when you got it,also blocking can be done there immediately.I am very happy with them,I had nothing to worry about when an atm did not follow through the process(server could not connect),the transaction was debited and returned correctly very fast.
