Utoppia is a new neobank giving access to a personal US bank account to nationals of 31 countries, even if they live outside of the US. It can be opened through their app with no visit to the US required. Downside is quite low spending limits, although they increase as you use your account over time.

Most operations appear to be free (receiving funds by ACH or domestic wire, making payments by vanilla ACH). However, sending by domestic wire is not allowed, and international wires cost USD 32 to send and USD 30 to receive. Sending by same-day ACH costs USD 2.
