The closest I’ve seen to that price is TM Partner’s offer at €120 per year (including VAT), see http://www.tmpartners.eu/downloads/1.pdf
I haven’t worked with them so I cannot speak to their level of service.
Other than than you could also ask around once in Portugal (at your hotel or hostel), as sometimes they can help find people willing to help out for a small fee.

I was recently quoted an annual price of €700 plus VAT which is obviously much higher than €120. What is the usual range for fiscal representation?
