My law firm advises me to submit application before the eligibility date in case the law change will seem to pass.

Check with your lawyer if it is possible to withdraw the application after it is put in. I get trying to capture the 5 year window, but if anything happens to delay implementing the law, I think it would be safer to withdraw the “early” application and submit a new one after the real 5-year mark.
