So it’s not that AIMA’s incapable of approving applications and sending cards. It’s just that they are profoundly incompetent, random and unfair about doing so.
Yet even the PT Tribunal Constitucional thinks it’s “Não há problema” that people’s citizenship clock should start counting 10 years from the AIMA random date generator. If that’s not unconstitutionally “arbitrary” I don’t know what is.
