I asked the same question. The official Parliament petition site requires a valid resident or citizen card number. They wanted to keep the petition accessible to applicants awaiting cards.
That is a great question but every lawyer seems to say no, the 5 years residence is the one thing that must be fulfilled at the time of application…

The response I got from AGPC, tl;dr they think the platform is easier and plan to transfer the signatures once they get close to the limit-
We would like to inform you that we will initially collect signatures through an external portal, as it is more intuitive and user-friendly. This platform does not require prior registration to sign and does not impose any limitation on the period during which the petition can remain open for signature collection.
Once we reach a significant number of signatures — typically between 4,500 and 7,500 — we will then submit the petition to the Parliament’s official portal, including the signatures already collected externally. After submission, the petition will remain open for a few additional days on the Parliament’s portal to allow further signatures to be gathered there as well.
This is a common and well-established strategy in such cases and helps maximize participation and efficiency.

Yay we have 127 signatures now, 2% of the way there, after making the rounds in the nomadgate and whatsapp ari communities, plus the email list of AGPC.
