It was unnecessary for me. I followed the directions/advice in a frequently updated file found in the Files section of the Facebook group Americans & FriendsPT. Only group members can access the Files section. Obviously, you need a Facebook account to join the group.
My other source of information was communications with those who received their D7 at the embassy in Bangkok.
