Is it possible to hold two residence permits within the EU simultaneously, such as a work residence permit in one EU country and a Portuguese Golden Visa? Are there any restrictions or limitations associated with this?
I am considering the same thing, to be able to start living in PT without any problems to get in or out.
There should not be any limitations or restrictions, as long as two permits are from two different countries.
Which country do you have in mind?

I can’t find any law explicitly saying no to this. So I suppose if you meet the minimum residency requirements for both, you can have both residence permits?

In order to stay in a second EU country for more than three months for purposes including work, study or training, you will need to apply for and receive a residence permit in this second country. There is no EU-wide residence or work permit.
To obtain a residence permit for a second EU country, you may have to show that you have one or more of the following:
- Stable and regular financial resources to maintain yourself and your family;
- Health insurance;
- Appropriate accommodation;
- If you wish to take up a job, evidence of employment;

The second EU country may have set a quota on the number of residence permits it issues. I wrote to the EU contact centre precisely in that regard.
The question which no one seems able to answer is whether you can hold a residence permit in another EU country, AND, a Portuguese Golden Visa. Portugal will be the problem, not the other EU country.
I have questioned four lawyers, and the yes / no is two a piece!
I hope that it will not be much longer before I find out the answer from AIMA. Now, will that actually be correct?
My lawyers said there are no limitations from Portugal, but there is an EU-wide limit on holding multiple RPs. However, I haven’t found any confirmations.
I would say completely the reverse.
I have written confirmation from the EU confirming no issues whatsoever.
They are basically saying it is a country decision and if if you are granted multiple residency permits, the good luck to you.
It is also my understanding that you can have a Portuguese residency permit in that mix. No issues.
However, the Golden Visa is a different matter entirely. Some say that you cannot have a GV in Portugal if you have another residency.
I have to say that Spain prohibited another residency whilst they had GV too.
The difference is that in Spain the definitve information is easier to obtain.
