Form 8858 for freelancers

Does anyone know anything about Form 8858? My usual tax preparer wants me to pay them $300 more this year because “new rules” say that sole proprietors who live overseas have to fill out this form in addition to Schedule C (even if their income is derived from the U.S.). It provides no new info to the IRS, and there are virtually no penalties for individuals who don’t file it, so to me it sounds like a cash grab on their part and not a policy that’s actually imposed by the IRS. I’m wondering whether I should get a second opinion from a different tax preparer?
