You could open bank account in south korea, then use its debit or credit card abroad after the registration of foreign designated account.

What I am trying to achieve is to receive funds from South Korea (personal as opposed to business) and from a South Korean national who is restricted to USD10k per annum sending money out. I have GBP,EUR,USD accounts and others to receive. It seems that in South Korea there is nothing similar to TransferWise.
