Opening Portugal Based Bank Account For D7 Visa Application

Hi. I am gathering documentation required to apply for a passive income D7 Visa in July this year.

I was advised to open a bank account in Portugal then deposit at least € 12,000 in the account.

It appears that the bank account might be created by a representative and would be operated by them in the initial period. Is it possible to withdraw the deposited € 12,000 amount IF the Visa application is not accepted?

Please also let know of recommendations for the bank account creation process. Thanks.

I was unable to find Information on whether it is possible to operate the bank account and get the deposit returned IF the visa application is rejected.
