I do hope you’re reading all the bad experiences many have had with the PT GV (e.g. here and here), but to answer your question…
Having just logged into Finanças to pay my property taxes today, yes when we got our NIFs* the portal access code was posted to our UK address (don’t think we had any choice).
*that was 3 years ago, and we’re still waiting for our GV approval and cards
